2027 MDOT Passenger Transportation Master Agreement

PROJECT SUMMARY: The Michigan Department of Transportation (MDOT) Office of Passenger Transportation (OPT) maintains a five-year master agreement with public transportation service providers. The agreement is set for a period of five fiscal years, defining the terms and conditions for authorization federal and state grants to service agencies. The 2027 Master Agreement, covers October 1, 2026 through September 30, 2031. This master agreement update included 59 key changes from its 2022 version, and a reorganization of the document from 42 sections down to 11 subject-based sections, with chapters contained within. Overall these changes improved the agreement’s structure and user-experience.

I led the working group of MDOT OPT staff working group developing this latest master agreement. This entailed meeting facilitation, stakeholder engagement, writing, editing, and document layout design.
